As yet we have very little detail on each of the 10 points. One things missing in my opinion is to do with new build standards. Back in 2018, George Osbourne, then Chancellor of the Exchequer was lent on by certain construction firms to row back on Zero carbon, which has been promised a few years before, as the standard for new build homes (the excuse being it would increase the cost) and that standard has never been returned. With every new build not requiring renewable heating and maximum insulation standards it makes reaching net zero carbon by 2050 that much harder. Retro fitting to these standards will always cost more than having these standards incorporated into new buildings. Yet another example of a lack of long term planning by Ministers.
